Take this black law back: Sanjay Singh to PM over farm Bills
Aam Aadmi Party (AAP) leader Sanjay Singh on Tuesday tweeted eight opposition MPs, including him, suspended for Sunday’s unprecedented chaos in the Rajya Sabha, were not fighting for tea but for the welfare of the farmers.
The AAP leader in a tweet in Hindi said: “Mr Modi, we are not fighting for our tea. We are fighting for the welfare of our farmers, which you have taken away. I humbly request you - I am returning your tea with all due respect, please return my farmers’ morsel,”
He further asked the prime minister to take back the 'black law'.
He was responding to PM Modi’s praise for Rajya Sabha deputy chairperson Harivansh, who had offered tea to the suspended MPs. Harivansh is at the centre of the entire controversy.

The Rajya Sabha was adjourned till 9 am on Wednesday after the passage of the Rashtriya Raksha University Bill, 2020 and Taxation Amendment Bill 2020.
As Opposition Benches remained empty following a walkout, the House discussed five bills in two hours and passed a total of seven bills since the session began at 9 am today.

Will consider revoking suspension after MPs apologise: Ravi Shankar Prasad
Union minister Ravi Shankar Prasad said that the government will consider revoking the suspension of eight Rajya Sabha MPs only if they apologise for their unruly behaviour in the House.
"We expected the Congress would oppose such unruly behaviour by Opposition members in the Rajya Sabha," he told reporters. Referring to tweets by party leader Rahul Gandhi, who is outside the country accompanying his mother Sonia Gandhi for her medical check-up, Prasad said, “What kind of politics is this that a tweet comes from abroad and MPs behave like this."
“We have never seen a Congress MP dancing on the Rajya Sabha table and tear papers," Prasad said.

House passes the National Forensic Sciences University Bill
The Rajya Sabha passed the National Forensic Sciences University Bill 2020, moved in the House by MoS Home Affairs G Kishan Reddy.
Ahead of the passage of the Bill, Reddy said that the Bill assumes importance amid rising crimes in the country, with 1.50 lakh cases pending at forensic science labs due to lack of manpower. He also said that it is Prime Minister Narendra Modi's vision to set up state-of-the art forensic research and education institutions.
He added that the Gujarat Forensic Sciences University is being upgraded to a national university, for which the Gujarat government has given in-principle approval.

House passes The Companies (Amendment) Bill
Ahead of the Bill's passage, Finance Minister Nirmala Sitharaman said the Bill includes 48 amendments in 13 sections aimed at decriminalisation and related matters and one chapter pertaining to ease of living.
The 35 non-compoundable penal sections remain, "we are not touching them", she said, adding that, "We are not giving an opportunity for fraud, deceit and injury to public interest."
Reduction in penalties for certain offences as well as in timeline for rights issues, relaxation in CSR compliance requirements and creation of separate benches at the National Company Law Appellate Tribunal (NCLAT) are also among the proposed amendments.

Finance Minister Nirmala Sitharaman said the Bill is important as there have been many banks and cooperative societies that have had problems in the past 1.5 years and the aim of the amendment is to protect the interests of depositers. "During the COVID period, many cooperative banks have come under stress. 277 urban cooperative banks are reporting losses, 105 are unable to meet minimum regulatory capital requirement," she said
The Minister said a quick recovery can be given without a moratorium. She clarified that the amendment will only cover cooperative societies that use the word bank or function as a bank and will not apply to primary agriculture credit societies.

AIADMK's A Vijayakumar said the government should allow needy people to make withdrawals when they need for any genuine reasons, while TDP's Kanakamedala Ravindra Kumar said states should be taken into confidence.
BJD's Amar Patnaik raised concerns about the RBI's supervision of banks. "What is the accountability of the regulatory power it enjoys? Is it going to be over stressed?" he asked.
Banking is in the Union List, while the cooperatives are in the State List, JD(U) MP Ram Chandra Prasad Singh pointed out. "With the RBI supervising the cooperative banks, their management will become better, which so far were under the state," he said.

Nirmala Sitharaman moves Banking Regulation (Amendment) Bill, 2020
BJP MP Ashwini Vaishnaw, lauding Rajya Sabha Deputy Chairman Harivansh Singh on his "non-violent response to violent actions", said the Banking Regulation (Amendment) Bill has a "human angle" to it.
When the promoters of Yes Bank tried to swindle the hard-earned incomes of people, the government took quick action and a reconstruction plan was formulated, he said. The plan was applauded all over the world and said that examples such as those of PMC and Yes banks show the importance and requirement of the Bill.
"Cooperative structure of 'one share, one vote' is not being changed," he said, adding that cooperative federalism is not being compromised.

Sharad Pawar to observe fast in support of suspended MPs
NCP supremo Sharad Pawar said he stands with the eight MPs who were suspended by Rajya Sabha chairman M Venkaiah Naidu for unruly behaviour. The 79-year-old leader said he will fast for a day to show his support.
Pawar told reports, "One suicide case is being talked about for the last three months. Ignoring other issues is not right. Farmers are also dying by suicide and the government needs to focus on that too."

Ahead of the passage of the Bill, Minister of State for Consumer Affairs Danve Raosaheb Dadarao said the ordinance was brought in, in the midst of the lockdown so farmers had a way of selling their crops. The Minister said the Bill is in the interest of farmers and consumers.
The Bill seeks to remove cereals, pulses, oilseeds, edible oils, onion and potatoes from list of essential commodities.

House begins discussion on Essential Commodities (Amendment) Bill
AIADMK’s SR Balasubramoniyan said some decisive action is needed to check rise of food prices. He said Tamil Nadu's PDS has historically been one worthy of imitation, adding that the model of Amma Canteens in the state is studied by various states.
BJD MP Amar Patnaik said the Bill supports the two farm Bills passed, adding that it settles the debate on MSP, but it should have been clearly stated in the two farm Bills. He said the Bill does not include man-made calamities and only refers to natural calamities. "What happens at the time of a man-made calamity?" he asked.
Patnaik further questioned the rationale for the stock limits that have been fixed and suggested that the government remove the storage component from the ambit of the Bill. Agriculture and market research is also necessary to ensure small and marginal farmers and share-croppers get the benefit of the value-chain transformation that would follow from the Bill, he said.
TDP’s Kanakamedala Ravindra Kumar said the Bill throws up an issue of cooperative federalism. “Agriculture is in the State List and hence the Centre should tread carefully on this sensitive issue,” he said.

Leaders of 18 parties approached President Ram Nath Kovind on Monday, urging him to not give assent to two farm Bills, which have been at the centre of protests in both the Houses.

Harivansh said 13 times that division can be done: Venkaiah Naidu
Rajya Sabha Chairman M Venkaiah Naidu said the Chair has been dragged into the matter, adding that Bills have been passed in din and members have been suspended before. “The rules clearly state that it should have been a no-confidence resolution and not a motion. I am not happy about the suspension of the members. The action has been taken on their conduct. We have nothing against any member,” he said.
He went on to say that all eight MPs who have been suspended have justified their conduct in news interviews. "Don't try to put the blame on the Chair. The Deputy Chairman handled the situation in a very deft manner. I have asked the secretary general to get in touch with the Lok Sabha secretariat to take care of the protesting MPs," the Chairman said.
Naidu also said that Harivansh Singh had said 13 times that if protesting members returned to their seats, a division will be held.

Oppn will boycott session till demands are met: Ghulam Nabi Azad
Leader of Opposition Ghulam Nabi Azad said no one is happy with what transpired in the House over the past two days. "We fight for each minute in the House like it's a fight at the border. If we go beyond time restrictions, things will be de-escalated 90 percent," he said.
"Day before yesterday was the last straw that broke the camel's back. Bills don't go to standing committee or the select committee. I don't approve of the fight - breaking the mics, standing on the tables. But it was the last straw," he said.
He went on to speak on the denial of division of votes, adding that there were 18 parties on one side and NDA on one side.
Recalling late Arun Jaitley’s statement that the government becomes illegitimate if division of votes is denied, Azad said that the stature of the Leader of Opposition has been downgraded. "There would be no time constraints put on the LoP. We could speak freely," he said.

Congress, BJP trade barbs over suspension of MPs
Former Rajasthan deputy chief minister Sachin Pilot said the Centre has passed anti-farmer bills in the Rajya Sabha by suppressing the voice of the Opposition but the Congress is standing with farmers and will continue their fight. Condemning the suspension of eight Rajya Sabha MPs, the Congress leader said it was symbolic of dictatorship.

Among the eight protesting MPs, Congress' Ripun Bora said the demonstration against Venkaiah Naidu's decision of suspending eight lawmakers will continue. Meanwhile, according to Lok Sabha's List of Business, consideration and passage of The Occupational Safety, Health And Working Conditions Code, 2020, The Industrial Relations Code, 2020, The Code On Social Security, 2020 and The Factoring Regulation (Amendment) Bill, 2020 are on the agenda.
The sit-in protest in front of the Parliament Complex's Gandhi statue by eight suspended MPs on Monday continued past midnight. Senior opposition leaders, including NC leader Faroukh Abdullah, JD(S)' HD Deve Gowda, Samajwadi Party's Jaya Bachchan, Congress’ Ahmed Patel and NCP's Praful Patel, paid a visit to the MPs.
After witnessing ruckus despite reconvening after the fifth adjournment for the day on Monday, the Rajya Sabha was adjourned till Tuesday, even as eight suspended MPs refused to leave the House. They were suspended by Chairman Venkaiah Naidu for unruly behaviour, who also dismissed the no-confidence motion against deputy chairman Harivansh Singh.

These Bills were moved for passage after the House passed the Epidemic Diseases (Amendment) Bill, 2020 that seeks to bring a law that punishes those who attack health workers or doctors who are fighting the coronavirus outbreak or during any situation similar to the current COVID-19 pandemic. The Lower House also passed the FCRA Amendment Bill, 2020.
