44 of total 260 candidates contesting in second phase of polling face serious criminal charges, including rape
According to personal information declared by candidates and analysed by the Association for Democratic Reforms, of the total 260 candidates who are contesting in the second phase of Jharkhand Assembly, 67 or 26 percent of them criminal charges, reported The Hindu.
Further, 44 of these 67 have serious criminal cases against them, including crimes against women, murder, attempt to murder and corruption.

Of eleven Assembly constituencies – Ghatshila, Baharagora, Potka Chaibasa, Jamshedpur (East), Jamshedpur (West), Sisai, Kolebira, Jugalsai, Mandar and Simdega – the highest voter turnout was recorded by Sisai at 54 percent even after polling was temporarily suspended in the seat due to clashes between police personnel and villagers. Polling suspended in Sisai's booth no. 36 after clashes erupt between rival camps
Voting in booth number 36 in Sisai Assembly seat of Jharkhand has been suspended after clashes broke between two rival camps on Saturday, reported News18.
Reports of one person being killed and another injured during a police firing when voting was underway in the second phase emerged. The police authorities are trying to maintain peace in the area.

One civilian killed, another injured in police firing in Sisai, claims report
In a fracas that took place in Baghni village of Sisai constituency in Gumla district, one person was killed and another injured in police firing when voting was underway in the second phase of Jharkhand Assembly elections on Saturday, according to reports.
As per police officials, as many as 1,000 villagers gheraoed booth number 36 in the village and attempted certain "malpractices", like snatching weapons from the personnel.
Jharkhand DGP Kamal Nayan Choubey said that personnel of the Rapid Action Force (RAF) had to resort open firing, after few miscreants attempted to grab hold of their weapons and capture the polling booths.
The Indian Express quoted DGP Choubey as saying, "This led to a clash and the villagers started pelting stones at the police. Initially, the RPF personnel fired in the air to disperse the mob, but later had to fire at them in self defence resulting in escalation of the problem. One casualty has been reported and one is injured."

Among the prominent leaders whose fate will be sealed in the second phase of polling is outgoing Jharkhand chief minister Raghubar Das from Jamshedpur (East), where he will be challenged by his former cabinet colleague and Independent candidate Saryu Roy.
Jharkhand Assembly Speaker Dinesh Oraon is contesting from Sisai on a BJP ticket, while BJP candidate and Jharkhand Rural Development Minister Neelkanth Singh Munda is in the fray in Khunti. BJP state unit president Laxman Gilua is contesting from Chakradharpur.
The AJSU party candidate and Jharkhand Water Resources Minister Ramchandra Sahis is in the fray in the Jugsalai seat. Former Jharkhand PCC president Pradeep Kumar Balmachu, who has joined the AJSU party recently, is contesting from Ghatsila.

The over turnout in the second phase of polling in the 81-member Jharkhand Assembly was recorded at 29 percent till 11 am on Saturday, according to All India Radio News.
The Assembly election is being held in five phases between 30 November and 20 December with the counting of votes scheduled to take place on 23 December.

Polling underway in 20 Naxal-affected seats amid tight security
According to police sources, more than 42,000 security personnel, including central forces, have been deployed on the 20 seats spread across seven districts.
"Several of the constituencies going for this phase of polling are Naxal-affected. So, armed police have been deployed as a part of security measures," Jharkhand Chief Electoral Officer Vinay Kumar Choubey said.
Out of a total of 6,066 polling stations, 949 have been declared 'critical' and 762 'sensitive' in Naxal-affected areas, he said.
The CEO said that 101 polling stations have been relocated due to security reasons, and free transport facility has been arranged for voters to reach these stations. Webcasting facilities has been made available at 1,662 polling stations, he said.

The overall voter turnout in Jharkhand was 14.92 percent till 10 am. The election commission released the voter turnout data for each district, according to which, Chaibasa had the best start with over 27.32 percent turnout till 10 am. Meanwhile, Kolebira showed the least voter turnout with 8.5 percent amid all 20 seats in Phase 2 of Jharkhand Assembly elections.

One injured as cops open fire in Sisai constituency
One person was injured on Saturday when security personnel opened fire on a group of men who tried to snatch weapons from them in Gumla's Sisai constituency, where polling is underway in the second phase of Assembly elections.
Additional Director General of Police (ADGP) Murari Lal Meena said that personnel of the Rapid Action Force (RAF) had to open fire on the men, after they attempted to grab hold of their weapons near booth number 36 in Sisai constituency.
The injured person has been admitted to hospital and his condition is stated to be out of danger, said Meena, who is also the nodal officer for the Assembly election-related security measures.
The ADGP said polling is continuing peacefully and there is no other report of any untoward incident from anywhere else.

An instance of firing has been reported from polling booth at Sisai Assembly constituency of Gumla district. According to NDTV, the shots were fired at the Government Vehicle of Block Development Officer.

Neck and neck battle between BJP and JMM in tribal gentry of Kolhan region
In the Kolhan region, there will be a direct fight between the BJP and former chief minister Shibu Soren’s Jharkhand Mukti Morcha (JMM). Currently, the JMM has eight Assembly seats, while the saffron party has a hold over five of 13 Assembly constituencies in the region.
The JMM is considered to have a stronghold in both Kolhan and Santhal Paragana regions due to heavy concentration of the tribal gentry. It would be a massive jolt to the BJP if JMM manages to retain power in these seats.
This time, the saffron party is fighting it alone as its allies – the Janata Dal (United), Lok Janshakti Party and All Jharkhand Students Union (AJSU) – are also fighting the polls independently. However, the BJP hopes to repeat its performance in the last Lok Sabha elections, in which it performed relatively well in the Kolhan region.

For the past five terms, the constituency has stood solidly behind Das, who has held this seat since 1995. In 2014, he defeated the Congress' Anand Bihari Dubey by a margin of 70,1577 votes.
However, this time, Das faces a challenge from senior ex-BJP leader Saryu Roy, who said on 17 November that he will contest against Das as an Independent. The former Food, Public Distribution and Consumer Affairs Minister in the Jharkhand Cabinet said he will contest from the Jamshedpur (East) and Jamshedpur (West) Assembly constituencies. He had won from the Jamshedpur (West) seat in the 2014 polls.
Roy's move comes in the wake of his name not finding a place in the first four lists of 72 candidates declared by the BJP for the 81-member Assembly in Jharkhand, polling for which started on 30 November and will conclude on 20 December in five phases. The Congress, on its part, has fielded its national spokesperson Gourav Vallabh in the high-profile seat.

This was being done to allow polling personnel to travel from the remote areas during shorter winter days to deposit the EVMs in the strong rooms, a government official said.
Das will take on his former cabinet colleague turned independent candidate Saryu Roy in Jamshedpur (East).
Oraon is contesting from Sisai on a BJP ticket, while Munda, who is the rural development minister is in the fray from Khunti. Gilua is contesting from Chakradharpur. Sahis, an AJSU party candidate, is in the fray in the Jugsalai seat.
Sixteen of the 20 constituencies going to the polls on Saturday are reserved for the Scheduled Tribe (ST) candidates and one for the Scheduled Caste (SC), the release said.
According to police, more than 42,000 security personnel, including central forces, have been deployed in the 20 seats spread across seven districts.
All preparations are in place to hold peaceful, impartial and transparent polling, Jharkhand chief electoral officer Vinay Kumar Choubey said at a press conference.
He said a total 6,066 polling stations have been set up in the constituencies going for polls in the second phase. Webcasting facilities will be provided in 1,662 polling stations.
A total 337 are model polling stations and 94 will be exclusively conducted by women, Choubey said.
A total 48,25,038 voters, including 23,93,437 female and 90 third gender voters, will decide the fate of 260 candidates.
The Assembly seats where polls will be held on Saturday are Baharagora, Ghatsila (ST), Potka (ST), Jugsalai (SC), Jamshedpur (East), Jamshedpur (West), Seraikela(ST), Chaibasa(ST), Majhgaon(ST), Jaganathpur(ST), Manoharpur (ST), Chakradharpur (ST), Kharsawan (ST), Tamar (ST), Torpa (ST), Khunti (ST), Mandar (ST), Sisai (ST), Simdega (ST) and Kolebira (ST), they said.
Former Jharkhand PCC president Pradeep Kumar Balmachu, who has joined the AJSU party recently, is contesting from Ghatsila.
JD(U) president Salkhan Murmu is contesting from Majhgaon and JVM-P candidate and former HRD minister Bandhu Tirkey is contesting from Mandar.
The BJP is contesting in all the 20 constituencies going to the polls in the second phase, while the Opposition alliance of the Jharkhand Mukti Morcha and Congress are contesting in 14 and six seats respectively.
AJSU party, an NDA ally which is contesting the Assembly elections on its own for the first time since the creation of Jharkhand, has fielded candidates in 12 seats where polling will be held in this phase.
The RJD, which has got a total of seven seats according to the seat-sharing formula by the three opposition parties has no candidate in the second phase of polling.
The Jharkhand Vikas Morcha (Prajatantrik) has fielded candidates in all the 20 seats, while Bahujan Samaj Party is in the fray in 14 seats.
The Left party CPI is contesting in two seats, while CPI-M is contesting in one and the NCP in two constituencies.
Six candidates of All India Trinamool Congress are also in the fray in the second phase.
The first phase had concluded on 30 November. The fifth and final phase of polling will be held on 20 December and counting will take place on 23 December, the Election Commission sources said.
