The Bharatiya Janata Party's election campaign in the states of Haryana and Maharashtra would centre around its move to revoke Article 370 as the party has no achievements to show in the face of rampant unemployment and economic slowdown, said Congress leader Kapil Sibal.
"It is understandable that the BJP would talk about Article 370 during the campaign while ignoring the real problems such as unemployment, or the state of the economy today," ANI quoted Sibal as saying. "Economic slowdown is the biggest concern, and the state of the economy is the result of a series of poor decisions by the government. Shiv Sena, BJP to announce seat-sharing formula for Maharashtra Assembly polls by 22 Sep: Uddhav Thackeray
Uddhav Thackeray on Friday said Maharashtra Assembly elections will be contested by the BJP and the Shiv Sena jointly and an announcement on the seat sharing formula will be made by Sunday (22 September).
Talking to reporters after a meeting with senior party leaders ahead of the Assembly polls slated in 21 October, the Sena chief said the "formula" was decided during the 2019 Lok Sabha elections, where the two parties had a pre-poll alliance.

There is a lot of resentment against the BJP-led government in Maharashtra and only a Pulwama-like incident can change this sentiment ahead of the elections, Nationalist Congress Party (NCP) chief Sharad Pawar said on Friday. He was addressing a press conference after attending a party workers' meet.
Pawar said that there was a growing resentment against the state government ahead of Assembly polls. "Only another Pulwama attack-like situation can change people's mind," the former defence minister said.
More than 40 paramilitary personnel were killed in the Pulwama terror attack in Jammu and Kashmir in February, 2019, prompting the government to launch airstrikes against a terror base at Balakot inside Pakistan's territory. The airstrikes are considered to have boosted the BJP's popularity.

What is Model Code of Conduct?
The Model Code of Conduct (MCC) puts into place certain restrictions on political parties, candidates and the ruling government to ensure free and fair elections. Among other things, the MCC makes it difficult for the ruling dispensation to announce freebies and schemes that may affect voter sentiments. Congress faced crushing loss in 2014 Haryana Assembly polls
In the 2014 Haryana Assembly polls, BJP had won 47 seats, with Congress being reduced to only 15 seats and former chief minister's Om Prakash Chautala’s Indian National Lok Dal (INLD) securing win in only 19 seats.
For this year’s Assembly polls, the BJP started the poll bugle in the state with a Jan Ashirwad Yatra and a Prime Minister Narendra Modi rally in Rohtak on 8 September.

Congress was decimated in 2014 Assembly polls
Months after losing power at the Centre in 2014 Lok Sabha polls, Congress also faced defeat in the Maharashtra Assembly polls. Then chief minister Prithviraj Chavan failed to make a comeback and the BJP had bagged 122 seats in the 288-seat Assembly. The saffron party formed an alliance with the Shiv Sena, which had won in 63 seats. While, the Congress could manage a win only in 42 seats.
For the 2019 polls, Congress has formed a pre-poll alliance with the Sharad-Pawar-led Nationalist Congress Party (NCP) with an agreement to contest in 125 seats each.

In 2014, EC had announced the dates for the Maharashtra and Haryana Assembly elections on 12 September. The voting had taken place on 15 October and results were announced by 19 October.
Congress lost its government in Maharashtra in the 2014 polls and the BJP came into power in alliance with the Shiv Sena. This year, Congress has formed an alliance with Sharad Pawar’s Nationalist Congress Party (NCP).
In Haryana, the BJP had managed to get from 47 seats in 2014, decimating the Congress and former chief minister Om Prakash Chautala's Indian National Lok Dal (INLD).
